Makoto was born in the 11th Hierarchical City of Shinatsu. Because of her beastkin heritage she was subject to bullying and ridicule from a young age. When she was older Makoto was specially admitted into the NOL academy because of her athletic abilities. While Makoto was at the academy she was cruel, mean, selfish and despised humans. This changed after her soon to be friend stood up for her when a few other girls where picking on her. Makoto later revealed to Tsubaki and Noel that all she wanted was to be accepted for who she was and became best friends with the two. While she appears to be scatter-brained and silly this belies her true aptitude as an Intelligence operative and after their graduation Makoto joined the intelligence department in the NOL. In truth however, Makoto is a spy working for Sector-7.

Makoto Nanaya is a 5ft’4” squirrel beastkin with short brown hair ending in white tips. Being a squirrel type beastkin she has a large brown squirrel tail and a pair a fuzzy squirrel ears atop her head. Outside of combat her outfit consists of a jet black overcoat, Beret and knee-high boots. During combat or other situations that require it she changes into her combat uniform that is made up of an orange fighter top which reveals her underboob, a small orange skirt that covers very little, black strap panties, long black thigh highs and orange boots. She uses her two tonfas as her weapon.
